The Douglas County Planning Commission recommended for approval the proposed Comprehensive Development Plan at their meeting on Wednesday, February 8, 2006.
The new Plan, developed by RDG Planning and Design, now goes to the Douglas County Board for consideration. The Board will conduct a public hearing on the Plan at their March 7, 2006 meeting.
The proposed Plan is a substantial departure from the current plan in that it mandates conservation design for development throughout the County’s jurisdiction.

Furthermore, the Plan will require that all proposed urban density developments connect to municipal water and wastewater systems, helping to ensure a more contiguous development pattern around the county’s municipalities. Adherence to the Suburban Parks Master Plan and participation in the Arterial Street Improvement Plan (ASIP) are recommended for new developments. |

The Plan promotes protection of important resources, especially in the environmentally sensitive bluffs areas east of the Elkhorn River.

For example, in those Environmental Resource Districts that encompass the bluffs areas the Plan provides a density bonus for those developers that choose to leave more than 50% of their development in open space that helps protect those environmentally-sensitive resources.
The new Plan also recognizes the importance of the sand and gravel resources in the floodplain region between the Platte and Elkhorn Rivers and proposes policies to help ensure the appropriate extraction of that resource as well as the appropriate and subsequent use of those areas. |

The new Comprehensive Plan was developed with considerable input from stakeholders, including area land owners, public sector representatives, developers and engineers and other interested parties. This input was utilized to craft a series of “First Principles” which served as the basis for the development of the Plan. Public design workshops built on those First Principles.

The draft Plan was then presented to the public at an open house in January 2006 and the County Planning Commission. All changes proposed since the open house and subsequent Planning Commission meetings have been incorporated into the Plan that will now be presented to the County Board for approval.
The proposed Comprehensive Development Plan is available for viewing and/or download in PDF format on the County’s web site at www.co.douglas.ne.us.
