Project Timeline 

Early 2005:
Omaha by Design awards consulting contract to Brian Blaesser and Jonathan Barnett, land-use attorney and urban planner (respectively), who drafted the original Urban Design Element.

June-December 2005:
Four meetings of the planning team held to determine strategy and allow identification of legal, procedural and prioritization issues. Press conference announcing implementation phase held in August.

January 2006:
Inaugural meeting of the Technical Advisory Group (TAG) held.

March 2006:
First draft of implementation measures circulated for TAG review; second TAG meeting held. 

April 2006:
Omaha by Design convenes test of new standards. Four volunteer teams of design professionals create plans for two sites, one urban and one suburban, based on two design schemes introduced in the implementation measures: an area of civic importance (ACI) and a mixed-use center.

May-June 2006:
Third TAG meeting held; implementation measures revised and circulated for TAG review.

August 2006:
Eastern Nebraska Development Council (ENDC) announces hiring of law firm Zimmer & Gleason (Kansas City) to analyze draft implementation measures.

October-November 2006:
Final report by Zimmer & Gleason released; Omaha by Design and city officials meet with ENDC members; Third draft of implementation measures circulated to members; fourth TAG meeting held.

December 2006:
Fourth draft of implementation measures circulated; fifth TAG meeting irons out several issues.

January 2007:
Sixth TAG meeting results in fifth draft of implementation measures; community information session held at Scott Conference Center.

February-March 2007:
Meeting with ENDC held Feb. 1; draft assembled by consultant team for review by the TAG and ENDC.

April 2007:
Meetings held with developer small group; additional revisions made to implementation measures. 

May 2007:
Seventh TAG meeting results in sixth and final draft of the implementation measures

June 27, 2007:
Omaha Planning Board gives implementation measures unanimous recommendation.

July-August, 2007:
Omaha City Council review process.

August 14, 2007:
Omaha City Council approves zoning package with a 7-0 vote.
