Harney Street Plaza - Lower Level

Workshop participants appreciated the presence of trees in the lower plaza and its intimate feel. They liked its proximity to the Court House and the ability to sit throughout the area.

They observed a lack of adequate separation between smoking and non-smoking areas, little shade, color or signage. There are no logical linkages to other levels, many blank walls and inappropriate lighting fixtures.

The temporary looking guard shack and obvious security barriers in the area are the biggest issues for the space.


Short Term

  • Add umbrellas to increase shade particularly
    at the noon hour.
  • Add attractive light features consistent with
    architectural details
  • Offer entertainment activities throughout
    all four seasons.

Long Term

  • Create more appropriate and attractive barriers
    such as fencing, public art, planters, benches
  • Activate the existing fountain or turn into planter
    and add a new water feature
  • Make walkway on Harney more friendly and
    attractive to pedestrians with artwork, banners etc.
  • Improve the look of guard shack to integrate
    with architecture.
  • Add directional signage to guide visitors
    into the buildings.
